On October 12th, 2005 the Federal Financial Institutions
Examination Council (FFIEC) issued guidance for authentication in the Internet
banking environment. FFIEC sees a multi-factor authentication as a step
forward against random passive attacks to prevent stealing passwords and to
eliminate fraudulent activity from unlikely IP addresses. FFIEC adds that
“financial institutions should assess the adequacy of such authentication
techniques in light of new or changing risks such as phishing, pharming,
malware, and the evolving sophistication of compromise techniques."
It is
therefore anticipated that additional measures taken to enhance online security
will include email as the attack patterns become increasingly sophisticated. “ The agencies consider
single-factor (e.g. username/password) authentication, as the only control
mechanism, to be inadequate in the case of high-risk transactions involving
access to customer information or the movement of funds to other
parties”.
